Productive and freely chosen employment

 
Should we prepare young people for the labour market or prepare the labour market for young people? 
 
Minsky argues that public policy that favours education and training over job creation puts “the cart before the horse” and is unlikely to succeed.
 
A dynamic economy is always leaving old skills behind and demanding new ones. At any point, there will be a permanent, sizeable, pool of those with inappropriate skills and education
 
 
1. With a view to stimulating economic growth and development, raising levels of living, meeting manpower requirements and overcoming unemployment and under-employment, each Member shall declare and pursue, as a major goal, an active policy designed to promote full, productive and freely chosen employment.
 
2. The said policy shall aim at ensuring that:
(a) there is work for all who are available for and seeking work;
(b) such work is as productive as possible;
(c) there is freedom of choice of employment and the fullest possible opportunity for each worker to qualify for, and to use his skills and endowments in, a job for which he is well suited, irrespective of race, colour, sex, religion, political opinion, national extraction or social origin.

ISO 45001 Occupational Health and Safety standard

In October 2013 a project committee, ISO PC 283, met in London to create the first working draft of ISO 45001. Using OHSAS 18001 - the internationally recognized and adopted British Standard for Occupational Health and Safety – as the blueprint, the standard will also be aligned with ISO 9001 (Quality Management) and ISO 14001 (Environmental Management).  50 countries and international organizations, including the International Labour Organization, involved in this work. The new standard is expected in October 2016.
